Can a foreigner take the driving test in Rwanda?

What are the formalities to get a driver聮s licence in Rwanda?

Do you need special or extra documents being an expatriate?

What are the requirements to get a driving license from outside changed to a Rwandese. Rwandans who went abroad and came back with driving licenses from those countries
