There's plenty of places to meet people in Suzhou. Although, think about going places where you actually like going. After all, what's the use in making bar friends if you don't like bars? Here's a few places:

Book Worm (lounge, reading, food, expat)
Shi quan jie (bar street)
Li Gong di (Scarlet, Pravda, Harry's and slew of other places)
Powerhouse gym
Bodi gym
Xing hai jie Badminton and squash complex (4th floor by bodi gym)
Dushu higher education area (tons of friendly students)
Guanqian jie (shopping street)
