As far as I know, landlines are cheap compared to other countries. But making long distance phone calls on them is not. They have very limited advantage in Georgia if you are a foreigner who doesn't make local calls to other landlines. Just pay the 5 lari to Geocell and choose which countries you want to call most. For a flat fee of like 2 lari per month, I can call USA any time (24 hrs) for 10 tetri per minute. Why bother with a landline?
