I d suggest traveling via Daewoo bus service. Once in Islamabad all sorts of hotels and guest houses r available depending upon ur taste. If u r from Pakistan, u may already b familiar. If not let me know ur preference n I will try to suggest some places.

If you are 20 plus persons, I suggest you rent Toyota Coaster (29 seater mini bus) . It costs Rs. 6000 to 8000 per 24 hours and plus Rs. 18-25 per km for fuel.

For hotel/guest houses I suggest you search at the net, you should be prepared to pay Rs. 6000 to 10,000 per room of accomodation.

Riaz has given good info. I still think u d b better off traveling via Daewoo from lahore and arrange a coaster once in Islamabad. But if the fuel cost and driving is not an issue then by all means.
