Moving to Taiwan

Hey everyone my name is Rizkallah i'm Lebanese and i want to move to Taiwan, i work as web and graphic designer, I know English, French and Arabic, and i'm learning to speak Chinese now.

My question is do i have to find a job in Taiwan to get a resident visa?

I tried applying but no luck, so Freelancing is the best for me and of course with respecting the laws of Taiwan by paying any taxes.
I really want to move there,i'm not seeking wealth by moving there,
I'm fascinated with the Chinese culture, and Taiwan is the best place for me.
