So if that policy hasn't changed AND you do successfully apply for and receive your VEC here, you'll only be able to activate it on your next trip here to Vietnam OR through doing a visa border run.

Funny story on VEC.  My wife, daughter and newborn son went to Vietnam last week.  Daughter's VN passport had expired while in the US.  She now has a US passport, along with my son.  We needed to get both of them VEC quickly since it took a long time to get my daughter's US passport, even going to have to do DNA testing to show she was my wife's child since her VN birth certificate was issued over one year after her birth.

My wife found "some lady that could get it for them in a week".  Sure, whatever.  Her price was $70.  We did that becuase we had to accumulate the lot of original forms and then ship it overnight to the VN consulate in Washington DC, pay for expedite and overnight shipping back.

Anyway, my wife literally takes photos of the birth certificates and US passports with her phone and texts them to some lady in Vietnam.  The next day she says it's done.  Two days later we get a Fedex overnight package from the VN Consulate in Houston with two VECs in book form.  Strangest thing I have ever seen with VN government business.

If you are from USA I can't help you but if your from Australia I downloaded the 5 year visa application in Australia. When I filled it out on line I went to the Edgecliff consulate to have put in my passport. I was told I downloaded the wrong document and if I paid $100 I could have it fast tracked and come back the next day, another 6 hour train trip back and forth from Newcastle. I was not the only person in the office with the same problem many Vietnamese Australians also a waste of the day for them as well. My wife picked it up listening to the conversations and arguments going on. A good learning curve for any one wanting to do any businuss in Vietnam. Pretty good coffee money I'd say there was probably 20 individuals and families affected , I hope it was divided well amongst the workers. Thats the problem with coffe money you never know how much to pay.
