Do I need police clearence to set up a company?

So I try to figure out what kind of documents I would need to set up a company that is not possible or hard to get in VN , e.g like police clearance. As I live in Thailand so not sure it easy to get it from inside VN from Thai embassy so better I try to get it from here before I move, any one know?
