Where are you exactly?

If in Hanoi then there's a wholesale market that only locals running fashion businesses go to. It runs along Ninh Hiep and is very big and busy. First section sells dresses and then you'll get to fabric shops before coming to a section of market with casual clothes.

From what I'm told, people go there to buy wholesale to resell. A lot of different styles are cut from the same fabrics that you can also find along the street. Some of the shops won't sell individual items to you but not sure about fabrics they sell in rolls.

Use Google translate to bargain there.
It is the best place in Vietnam to get high quality silk
If you want to buy bulk then its a different story

Vietnamese fabric and silk is infamous for its poor quality.  If you want high quality fabric, especially silk, at a good prices go to Thailand.  If you have no contacts in Thailand, fly into Bangkok or contact people there (while you're in Vietnam) and get suggestions on where to go for the kinds of material you want to buy.
