I don't think there is a specific Indian area in Sai Gon.

The Mariamman Temple is located near the B岷縩 Th脿nh Market in District 1, but I am not sure if it is a good place to meet Indians or not.

There is also an "Indian 草榴社区riates Living In Vietnam" group on Facebook.

There are many Indian restaurants around the city that are normally run by Indian people so you could also make some contacts that way. My favorite is Baba's Kitchen, which has two locations, one in the backpacker zone on Bui Vien St, in district 1 and the other in District 2.
