Visa rejection

For the past 10 years my mother in law has not been able to get her visa approved from the belgian embassy.
Mine was approved in 7 days. The problem with her application were many. There was problem in the dates on her marriage certificate and even on rectifying it the answer has been same. Both her son and her husband live in Belgium which is why she qualifies for a family reunion visa but the embassy did not even grant her a tourist visa on the grounds that since her family lived here there was no guarantee she would return back.
We have already tried a couple of times and looks like there is no hope.
Is it possible for her to get a visa from another schengen country or will her past records be brought up again.

Hello,

Unless her husband and son go to the Office des étrangers (DOFI) in person, it will always be rejected.

This is the problem of administrations that have to deal with hundreds of cases every day. They enter the name of the candidate to check if he has a history or not. And if "the little red light" comes on, they do not go further.

And it will be the same result via another European country. This is why we always remind on the site to check ALL documents before submitting the application to Belgium.
