Student Visa for Finish Language Course.

I came to Finland on tourist visa but now I want to learn Finish language. So, if I take admission in any institute to learn Finish language then am I eligible to apply for student visa? Or can I get extension in my tourist visa till the period I am learning Finish language here in Finland?

have you checked the Finnish migration authority's website? It has the answer to most questions you might have.

for example, this page about getting a study visa says,
"You must submit your residence permit application to a Finnish embassy in the country of your legal residence. As a rule, it is your home country. You may not submit your application to the diplomatic mission of a country other than Finland. Please also note, that you cannot submit your application to an honorary consulate. You may not send your application by post; instead, you must visit the embassy in person."
