University fees in Germany are heavily subsidized and among the cheapest in the developed world.
There are certainly scholarships for gifted people, but if you cannot even afford the fees you will also not be able to survive here. Basic living costs at least EUR700-800 a month!

African students in Germany are usually very creative when it comes to keeping living cost low. You'll need about 100 Euro for health insurance, and 100 Euro for a small dorm room. Both positions are already subsidised. That's the fixed cost. Everything else (food, clothes etc.) is quite variable, but if you try hard, you might be able to manage on 50 Euro per week.

Tuition fees are decided on by the states. If you find one university's fees too expensive, you don't need to look up the other universities in the same state, as they'd have similar fees.

Tuition fees in the East are generally lower than in the West, as the Eastern states want to draw in more young people. The universities in Berlin and Dresden are quite good, and if nothing has changed in the past couple of years, they should be free of charge.

Best wishes,
Jan

JanKrohn

You pay that amount per semester.

But honestly, this information has already been posted here, and you can find it on almost every website about studying in Berlin.

If you've not been able to research this on your own, think twice if you're fit for academic research.
