It would be difficult to find good job opportunities for expats in other countries as the global job market in general is slowing down.
Cost of living is relative to what sort of lifestyle you follow. 
Immigration and visa costs vary too from country to country.

Have you considered somewhere in Asia such as Cambodia or Myanmar.

You could try NZ or Australia but both of these countries have rising unemployment, especially Australia.

If you are a qualified, experienced engineer there are jobs in NZ.

Unemployment is rising in Oz and cost of living is very high as are taxes. 

Unless you have a unique skill that cannot be found there, I think you will not get into Europe at all.
