Official Uruguay government sites probably cannot help because they want you to be a citizen, and/or already have an ID number and/or account to get the birth info on-line over the internet, for instance like here:



But you may have better luck with a privately-run site like this that charges for the service, and will send the info virtually anywhere in the world, for about $100 USD:

You don't got an Uruguayan consulate close of were you live? may they could help you.
Till I know you have to go to the Ministerio del Interior and pay staying there and get the document in person, I don't know if they can send it to another country, but may in the consulate you can ask it, may they know.
