If you have everything ready to be submitted and everything is signed then you do not have to be here during the months of their processing it. You will have to be here to pick it up since they take your picture then a few minutes later, give you your cedula.

Having said all that, It is rare that there is not some issue that comes up in processing your cedula that may require your presence depending how good your lawyer is.
