Living in Challuabamba - about Transportation!?

Hello all,
I am planning a move to the Cuenca area in roughly a year or so.  Ive noticed that the Challuabamba area seems to have quite a few nice places.  Does anybody live there now who does not have their own vehicle?  If so, how difficult is it for you to get around?  How much are your transportation costs roughly?

She describes it as being 2,000 feet lower than Cuenca...up to 10 degrees F. warmer...and a 15-minute taxi ride from El Centro in Cuenca.
